Hi，are you still trying to use Norway SIM card in Italy? If so, please login the web interface of the 4G router via tplinkmodem.net or its LAN IP address( by default, it is 192.168.1.1), then go to Advanced->Network->Internet page to enable data roaming.
If there is still any problem, please insert the same SIM card into another 4G device or your phone to see if internet works fine.
