Parental Controls not working according to time setting

Hello,
I have set Time on Parental control to a few devices, most days are from 7 am to 9 pm.
But the devices start blocking the internet even before 9 pm.
I have checked the router time in the setting and all is correct.
any idea why the router is blocking before the set time?
