Is this the signal strength between the decos? Does this mean that the deco kantoor (office) has a low signal strength with the deco woonkamer (living room)?

This is correct: it is signal strength.
Your Main Deco is Kantoor (office). Satellite Deco Woonkamer (living room) connects to Main Deco. If you open Woonkamer (living room) page in Deco app, you will see Signal reported as Weak.
For better WiFi speeds on devices connected to Woonkamer (living room) and for Deco mesh stability, you'll need to move that Satellite Deco closer to Main Deco, so that it'll report Fair or Good signal.
