Is there a way to remove the device from the "Safely Remove Hardware" list and dialog in Windows 10 (with newest driver installed)?

This is an internal network card and shouldn't be removable in day to day usage.

It is too easy to accidentally click on this device when removing other devices (eg USB hard drives). There is no confirmation dialog. The device just vanishes. Even a reboot doesn't bring the device back online. You have to either open up the computer and remove it and then re-insert it. Or disable and re-enable the device to get it to work again.
