Unable to apply routes after connecting to openVPN client

After connecting to openVPN client, we can't apply the routes issued by the server, the status shows connection, but the server logs show that the routes issued are normal, and the routes don't take effect in the router, only if the global proxy is added in the ovpn, then the routes will take effect; however, we only need part of the routes issued by the server to go through the openVPN; the same ovpn file is fine in the other devices.
