Whenever I try to set the speed limit for a specific device, (Rajib), it always fails to work properly.

Additionally, the keyword-blocking feature in the parent controls does not seem to work either.

In the first screenshot Rajib device is offline.

In the second screeshot Rajib device is connected to the C54 2.4GHz guest network.

Connecti Rajib device to your main wireless SSID (nоt guest SSID) and then configure its speed limit.
