Is it possible to setup the Deco BE85 without using the app? E.g. using telnet? Is there some documentation on how to configure the BE85 via telnet?

I am afraid not. Deco app is the only way to set up Deco devices. The Deco app allows you to quickly and easily install and manage your Deco Whole Home Mesh Wi-Fi System. You can monitor your home Wi-Fi from anywhere, and make changes right from your smartphone or tablet.
