Unable to connect to BSNL EV-DO

ISP : BSNL EV-DO
I am unable to connect to my BSNL EV-DO using TP-LINK 3020.
The systemlog correctly identifies the USB Modem (Bus 003 Device 020: ID 05c6:6000 Qualcomm, Inc) but reports error: sw3GMobileCmdReq 330 mobileFormatCmd error
I have checked my username and password, both are correct. I have set the dial number of #777.
I have tried downgrading the firmware to: TL-MR3020_V1.00_120817 and TL-MR3020_v1_130226. In both these, I get the same error.
My device is BSNL AC8700 and has been listed in the compatibility list.
Please let me know what can do be done about this, thanks!
