Need urgent help trying use TL MR3040 in 2g environ. (Congo DRC)

I am using a TL - MR3040 (3G / 4G) Wireless N router. I am in the DRC with urgent need of getting this unit to function with local USB modems.
I am attempting the following:
1. In the router's administration/Quick Setup, I select the APN manually, as the DRC is not one of the countries listed.
2. The modem I am using is from Airtel, who has told me that the APN in the DRC is, "internet". So I enter "*99#" and "internet" for their respective fields under manual dial.
3. I adjust the SSID and password, reboot.
4. I plug in the USB modem, but it only ever does one of two things: it (the modem) slow flashes red (manual for modem indicates this means, "registering into 2G network"), or quick flashes red/orange (modem manual indicates this means "network searching").
5. When I plug this same modem into my laptop directly, I can connect to the available EDGE network and browse no problem. But I must get the router working in order to share net across several handheld devices in need of sending data from remote locations.
Any tips greatly appreciated!! Is there anything special I should be doing to facilitate the router using a 2G source? If we can get this to work in this country, we will be using the TP Link in many countries with similar issues (i.e. similar lack of widespread 3G). But if we cannot get it to work with 2G environments, it's fairly useless to us - please help if you can!!
