TP-Link TL-MR3040 has been a revolutionary attempt in many ways, but falls short of expectations.

One of the major lacuna that I faced was: Lack of a USB Media Server Platform (In your terms: "Local Storage Sharing Feature").

The device does have a dedicated USB 2.0 Port, which remains vacant, if you are using it as a Repeater/on Ethernet. This port should have the capability of supporting USB Storage Drives (Pendrives/Thumb drives/ External storage drives etc), and files should be accessible to all connected devices. The GUI console must have had an option for this feature.

I think, that's where, this device is beaten by D-Link DIR-505 All-in-one Mobile Companion

They call it the "SharePort" feature.

It is indeed a very necessary feature, and should be technically feasible on existing hardware,
I think this feature should be incorporated in future firmware upgrade.

Probably, some unofficial enthusiasts are working to develop firmwares, with a support for this feature.

Even, the latest official v2 firmware lack this feature: TL-MR3040_V2_131121

USB port on MR3040 is for USB modem.
It is unfair to compare it with the dlink one which cannot work with 3G/4G modem as I read the specification. WR710N may be proper for you.
Check details here. http://www.tp-link.com/en/products/details/?categoryid=&model=TL-WR710N
