Have problem to connect remotly

Hello I have a issue I can`t connect remotly via web i alow Remote Manege and set port8080 and Ip 255.255.255.255 then reboot the router and not work what to do . I thing maybe firewall block me and must set port forwarding please help if you have any sugestions . Thank you.

Can you access the modem which is connected to WAN port of TP-LINK router?
On modem web interface, try to open port 8080 for the router's WAN IP.

I think the TP-LINK router is what he get from the ISP..And the ISP offers a private IP address. His requirement cannot be meet.
