Internet speed not being what it seems

I use the respective utility programme for the TL-PA2010 and it shows that the rate of the internet I'm supposedly having is 168Mbps but when I use speedtest.net to check my internet speed, my download speed varies from 25mbps to 45 mbps only. Please help as I'm having trouble streaming videos smoothly. I had this problem since the beginning as well, and I'm not too good with electronics.
