I've been trying to configurate a print server in win7 but the setup utility cannot find the PS in the network. The same utility and the same PS is found perfectly in Win8.1. How do I do that in Win7?

Did you install the driver of printer on your Windows 7? Connecting the printer directly to Windows 7 PC, can you print?
Can you ping printer's IP successfully on your WIndows 7?
You may try to add a standard TCP/IP port.
