Is it your first time to set up the router?  If you want to use Tether App to control the router, please configure the router via APP:

Tether App allows you to configure and manage TP-Link routers remotely and easily. To set up TP-Link router on Tether App, you can follow the below steps:
 1) Download the Tether APP from Google Play or APP Store, you can also scan the QR code on the product box to download it.
  2) Connect your phone to the default Wi-Fi of the Router, the network name looks like TP-Link_XXXX, the default Wi-Fi password can be found on the label of the Router.
  3) Enter the Tether APP, the Tether APP would automatically find your new Router, follow the instructions in the Tether APP to set it up.
