Cannot Run the Powerline Utility once its been downloaded TP PA4010

I have lost the installation CD so I downloaded the powerline utility however when I go to run the programme I get the following message "the installtion package could not be opened. Verify that the package exists and that you can access it, or contact the application vendor to verify that this is a valid Windows Installer package". What dies this mean and how can I solve the issue of not being able to install the package. Thanks;)
