Why is my upload speed faster compare to download speed

I am using TL-WPA4226kit for powerline connection.
Why am i experience faster upload speed and a lower download speed with big difference.

Using Singtel telco
200mb plan with Telco
Download speed was 24.7
Upload speed was 88.86.
Is this normal? Can anyone comment.
