I plugged in and turn on the extender and followed the instructions first step, wait till the blinking turns solid, but i waited for so long still did not turn solid, very confusing

Have you tried to use the WPS method to connect the RE to your router - details.

Here's a more detailed guide on the WPS method if you experiencing any difficulties.
