TD W8961ND not syncs!!

Hi.
I am configuring a TP-Link TDW8961ND and any configuration I tried line is always down and all PVCs are DOWN too.
My ISP says to me that it doesn't sync and that maybe the router is broken but it is the second router of the same model I try and I don't believe that is the cause.
Can anyone help me?
