TP-9020P Kit very slow

My building is around 10 years old, its a single apartment with the 2 adapters on the same circuit, within 5 metres of each other. I cannot get any speed higher than 450Mbps. I'm on the latest firmware (3.2.4) and have tried moving the adapters closer together, switching profiles, changing over different circuits, all to no avail. I'm really disappointed with the speed, when I struggle to achieve even half the rated throughput. Any ideas here?

One issue may be that I think the building has 3 phase, does this effect powerline adapters?
