Archer VR2800 QOS

1st
QOS doesn't seem to absolutely have any effect on bandwith shaping (!).
For example: I set max priority to my Shield TV, and lowest priority to my PC: but if I start a download on my PC the band is almost totally taken by the PC itself, not following QOS.
2nd
My aDSL line is shown as
upload 1139 Kbps
down 19337 Kbps
OK: that's correct...
BUT in QOS settings it is IMPOSSIBLE to insert a value higher than 1000 Kbps in Upload/Download Bandwidth field.
Same thing if I use the Mbps: the limit is 1000 (of course 1 Kbps is 0.001 Mbps)... but the doubt that Kbps arent corretcly read remains.
Can anyone give me the light?
