System LED in TL-WA701ND is off

I had this device working long time ago but I replaced it with wired network then I move to another place with no telephone lines, so I take it back and connect it to PC , the power ,LAN and wireless LEDs are On but the System LED is Off and I can't access the web-based configuration page.
Any suggestions ?
