Will this setup work ? for long range Wireless Surveillance system

I am trying to build the point to point wireless lan systen(Wireless Surveillance system) within 4 kms.
i have linksys wrt54g router and i am in the process of ordering
1)2.4GHz 24dBi Grid Parabolic Antenna
TL-ANT2424B
2)Surge Protector
TL-ANT24SP
3)12 Meters Low-loss Antenna Extension Cable
TL-ANT24EC12N
4)Pigtail Cable
TL-ANT24PT
On my main base station i am planning to attach the 2.4GHz 24dBi Grid Parabolic Antenna(TL-ANT2424B) to my Linksys wireless router (WRT54G) ,
and on remote location i am going to use ip camera.
so i have few questions.
1) Will this work ?
2) Can the wireless signal go upto 4 kms by using the Linksys router WRT54G and 2.4GHz 24dBi Grid Parabolic Antenna(TL-ANT2424B)?
or i have to buy something else like 300Mbps Wireless N Router (TL-WR841ND) or some other hardware 2.4GHz High Power Wireless Outdoor CPE ([B]TL-WA5210G) to increase the output power?
3)Do i really need surge protector ? i am in very low or no lightening zone.
4)what is advantage by using 2.4GHz High Power Wireless Outdoor CPE(TL-WA5210G)? rather than basic router ?
5)Do i need 2 pieces of 2.4GHz 24dBi Grid Parabolic Antenna(TL-ANT2424B) at each end ?
