VG3631 - streaming to internet

I have a TD-VG3631 modem/router.
i am attempting to stream to the internet from vlc. However according to the vlc log, permission is denied.
i think i need to port forward and i have tried setting up port 80 and tcp in settings but the connection is still refused. see screenshot.
any help would be much appreciated.
