The TL-MR3420 is a 3/4G router, if you want to use it as a regular 3/4G router, you need use it with a 3/4G modem. Below is the compatibility list of the 3/4G modem.

Or if you want to use it as a wireless router and connect it to the internet source by wired cable, you need to log into the web UI of it and change the operation mode to wireless router mode and then set it up with the configuration parameters given by ISP.
