Failed to configure ICS

Model : TL-WN821N
Hardware Version : V4
Firmware Version :
ISP : Hong Kong Boradband Network
System: Windows 7 64bit
Unable to configure the adapter to operate as SOFTAP.
Error: Failed to configure ICS, you can connect to SoftAP but to share the internet service will maybe some problem.
Kindly advise what to do?
