I had a lot of problems with this and found a lot of hits with people also having the problem, so since I found a solution I figured I should add it here, though I really think tp-link should have done this.

Problem:

When adding a site (e.g. kiz10.com) to the blocking list for a given profile under parental controls the site is still accessible (even though a few reloads may be required).

Solution:

Add the IP-addresses underlying the site to the blocking list.

To find the underlying IP-addresses go to a site such as: https://www.whatismyip.com/dns-lookup/

And type the webaddress (e.g. kiz10.com) and add all the IP-addresses to the blocking list.

I also cleared the cache and flushed the sockets of the device in question, but I don't think this is needed.
