Are you saying the Tether APP cannot detect the router WR720N?

 

WR720N is not compatible with the Tether APP, you can check from the Tether Compatibility List below:

https://www.tp-link.com/tether/product-list/

 

Instead, you can manage the WR720N via its web interface page.
