Parental control blocks all users even when not active

Hi all. I tried setting parental controls on my sons devices but it locks every device out. When I remove the controls, all devices remain locked out. I have rebooted the access point but still have no access to the internet and i'm faced with the 'parenatal controls have locked you out' page.
