transfer rate

Hi,
i have an home network using TL-H29R and TL-H29E - i assume similar to TL-WPA4220.
I am connecting three physical computers and some wireless ones, the problem is transfer rate.
I have a new (for the three) Windows home server 2011 server and i am trying to move file from the windows 8.1 computer to this one.
the transfer rate is ~4mb/sec using the net - with the power line adapters.
i was sure its an adapter problem so i directly connected the to computers with no power line adapter, the transfer was ~100mb/s....good.
then, i was sure some part of the network is reducing the speed, so i removed ALL other component and left the only two power line connected - one to server, the other to windows 8.1,
transfer rate want down again to ~ 4mb/sec.
any ideas?
Thanks,
Michael
