TL-WDR4300 blocking outgoing Ports

Hi,
I am hoping you can help me. I started playing Destiny on my PS3 and I live on the campus of my university which is (someway) also my Internet Provider. The thing is that you cannot use P2P-Software because you will get blocked by the Provider because they think it can be a (D)DOS attack. To keep this short here is what I want to ask:
how can I change the settings of my TL-WDR4300 so it blockes the outgoing UDP packets of my PS3 to port 1200?
Apperently this would solve the problem (see here the blog of a student from munich who has the same problems http://andrekohn.org/2014/09/11/destiny-lrz-net/).
I have to admit that I am not really knowledgable about those things. I tried to google how to activate Telnet and directly change the settings (I do know that the guy on blog uses a FritzBox) but I didnt find something I could understand. Your help would be appreciated. Thank you for your help.
P.S. i am using Windows 7 to access the router
