Can I setup a new SSID different form the Root AP for the TP-Link, if configured as Universal Repeater ?

Can I ping and connect to this TP-Link to change its configuration if is configured as Universal Repeater ?

WA901 in repeater mode doesn't support a different SSID as the root router, but some other devices can, like TL-WA850RE.
You can change WA901ND's IP to be the same subnet as your root router and you will be able to ping it and access it.

so still I will not able to create a new SSID different form the Root AP on the TL-WA850RE, correct ?

MAS, that's right. WA901ND has no such a feature.
