MR3020 not connecting wifi or PC

Hi, tray to start using my new Tl-MR3020 router but following the manual is not possible to access.
When I power on the WLAN led flash ones and then never turn on again. This is operating in 3G.
Because this reason the Router is not showing the SSID and I can access. I try to access using Ethernet cable. In that case the router LED for Ethernet never lit.
IF I reset the router pushing for 10 seconds the reset button nothing happend. No LED is showing any activitie only power led is ON.
