TL-WP4220 Apairing problem with ethernet local not recognising device

I bought this kit and plugged it in as per the instructions and the units will not pair. I tried to access the units via the software, the unit that the router plugs into is recognised fine by the software and when connected to wifi via my netgear gateway - shows up fine. The extender however is not recognised by my computer (windows 7) and I get a constant "unidentified network" error - the device is being set as 169.254.108.195 which is the windows default for devices which are unrecognised. I'm supposing this is the reason for the software not finding the device locally. So - after I figured that the ethernet connection must be either broken or badly configured, I decided to see if I could access the extender's configuration front end through the wifi - success! So I set to work trying to pair the devices via software. No dice. They just will not connect. I think that until i solve the problem with the ethernet recognition and the extender gets a valid and fixed IP address - they will not pair. They don't think they are on the same network because of the IP address conflict.
I then decided to unplug both of the powerline adapters and plug them in side by side, no ethernet and pair with the pair buttons to see if without being assigned computer-defined ip addresses they would see each other. Nope.
This is extremely frustrating - can someone please from TP-LINK fix your networking problem software side on this? Why the hell isn't the device being recognised by my ethernet!?
