It depends on the operating system you are using.
According to my experience, Windows 10 and 11 and also newer versions of Linux should already have a suitable driver included.
Anyway, does your computer allow you to connect to wireless networks since you have plugged in the TL-WN823N? In case it does, then you don't need to install any further drivers or utilities.
