Cannot open ports

Hi, I have two Ip cameras, I have requested a static IP address from my IPS. This has been done and appears to be static. I have bound the MAC and LAN IP address of both cameras.
I can see the images over my LAN Camera ! 192.168.1.100:7777 Camera 2 192.168.1.108:8889. I have logged into my router gone to forwarding and added
service port 7777 IP address 192.168.1.100 internal port 7777 protocol TCP or UDP status enabled WAN pppoa_0_38_2_d
service port 8889 IP address 192.168.1.108 internal port 8889 protocol TCP or UDP status enabled WAN pppoa_0_38_2_d
If I then go to virtual servers I have the same entry.
If I check using web based port checking sites my ports are not open,I tried a software check and again the ports are not open. I try viewing the cameras via my mobile 3g connection over the web by typing in the static WAN ip followed by colon port number
and it will not connect it times out.
What have I done wrong?
