Archer C9 won't connect to modem via TL-PA411 Kit

My Archer C9 connects automatically to the internet through a Virgin Media superhub VMDG480 in modem mode using an ethernet cable. However, if the two are connected through a powerline using a pair of TL-PA411s, the router won't connect to the internet. In this setup the Archer not the VMDG480 is the DHCP server. Can anyone suggest how to configure the Archer C9 and the PA411s so that they will work together. I want to move the wifi router upstairs where the walls are thinner. and it will give me wifi throughout the house.
