Device still sending data despite of my access controll rule

Device still sending data despite of my access controll rule

Hi,
Device: TP-Link TL-WR841N WLAN Router
In "Access Controll" I activated "Allow the packets specified by any enabled access control policy to pass through the Router" and clicked "Save".
I then added my PC as a host created a rule to allow it to access all targets and again clicked "Save".
This should disallow access of other devices in my LAN to the internet. But I can still see a wireless device in "Wireless Statistics" receiving and sending packets. (My PC is connected via cable, only).
Can you explain why the device can still send and receive packets and how I can restrict its access to the internet?
