TL-WPA4220 V1.2 AV600 Wi-Fi Extender - problems with the WiFi

Having just bought one of these I'm finding that it's fine with a wired connection but not so good with WiFi.
I am though wondering if I'm misunderstanding an aspect of its use, namely that it is taking the network traffic via the mains wires and then transmitting them as a WiFi signal, is that right?
Or is it taking the existing (weak) WiFi signal and then trying to the boost that?
I ask as whether or not I use this unit I still get the same signal strengthon my laptop in the room which I'm using it in.
How can I configure it so that it ONLY takes the signal from the wiring and then broadcasts it as WiFi? That should, if I'm understanding things correctly, give me a full strength signal as the laptop is literally only about five feet from the unit.
I have paired and cloned the unit using themethods in the instructions.
Note: since carrying out the cloning procedure I ONLY see my router in the list of available connections on my laptop = before the cloning procedure I saw the router AND the unit.
