TD-W8968(EU) v5 Bandwidth Control issue

Firmware Version : All
ISP :
Bandwidth Control doesn't effect Https when enable IPv6. Http work fine. I tried update those two firmware (TD-W8968(EU)_V5_170331/TD-W8968(EU)_V5_160905) still not fix. Any help would be much appreciated.
