reboot after power outage

I'm trying to reconnect to wifi through my TD-W8968 V2.0 after a power outage.
It has reverted to factory settings, so I need to reset my name and password, but when I try to get into http://tplinkmodem.net through safari, I get a "server can not be found" message.
Any tips?
