I know subject is old but I haven't seen any updates here. I am observing exactly the same behaviour in static routing in my VR400. Was TP_Link support any helpful here?

@Lawrence-C It is all there. The problem is not about target gw not accepting it but about VR400 not being able to send the packets further down to LAN when directed to it's MAC address in response...

Support from TP-Link is poor. Such an important functionality and no response nor hint how to get this further
