I have got the app running on the windows emulator (I had to go through another link which wasn't the one I was in before) The cam is flashing red/green (apparently in setup mode) my emulator screen...

I've sent Tapo an email, the procedure of what to do isn't obvious from here. If I can't get the camera working from Windows 10, I'll have to send it back, which would be unfortunate.
