Disable your built in wifi to have a try. Get rid of the tp-link dialogue box and use windows built-in utility (WZC) to connect the wireless.

One of my friends had the same issue like yours and he contacted TP-LINK guys. They gave him a firmware to disable the power safe mode. So you should refer to tp-link support for help.

Sorry to tell me you that this modem TD-W8961ND does not support parental controls. Now I'm using TD-W8960N which does support it.
