There seems no 10.12 driver and utility for this adapter, when I look at the tp-link official website, driver only up to 10.11.

is the 2.4G LED light up? Press the wifi on/off button or reset to factory default, check whether can see the default tp-link SSID

Better to chose whitelist, If you wish to block all Internet browsing access, do not add any keyword to the Whitelist.
