Why the extender in onemesh can not block clients? I can still block clients who are connected to the router but not those who are connected to the extender, the extender has to leave onemesh if I wan

In onemesh network with two floors house, is it better to have the router on the upper floor and the extender on the lower floor, or the other way around?
