Please note that the EAP of picture 2 is in a different building that no interferences an open office with no glass
what could be the reason for this and what is the solution the EAP is updated

In short, thats 2,4ghz for you! It could well be a bug in the firmware, but honestly its likely just congestion on the airspace, seen it a thousand times. Sadly 2.4 can be interfered by virtually anything, not specifically WiFi. Channel 1 is a known issue as its in the Zigbee range so that interferes. Bluetooth is also around there somewhere.
In short, if seeing that on channel 1, go to 6 and retry. It may be worse or better, it aint sadly going to disappear. In virtually all installations 2.4ghz is totally flooded and should be avoided where possible. 5ghz is usually fine, which it appears so in both your pictures.

The difference is simple, the lower AP does not break out the 'BUSY' information like the upper one does. In other words
RX+TX+INTERFERENCE == BUSY
Also the difference between 30% and 40% utilization is not that significant. If it still looks like that at 3AM...maybe there's something else broadcasting on that frequency that's not part of your network...like a Chromecast, or Wifi Printer, Security cam....
