I have both ACL blocks and URL filtering in place.

Which rule takes priority?

For example, if I'm blocking a website hosted in Canada from the ACL country block, but also blocking the site in the URL filter, which rule "wins?"

  @US007 URL filtering takes precedence over ACL: URL rules are matched first, followed by ACL rules.

  @US007

ACL is reading from top to bottom, so allow before deny.

the rule that is highest up that matches the ACL settings wins.
