Hardware Version: V4
Firmware Version: 4.4.6
I have to update the controller from 4.4.6 to the latest version. But if I install the latest version directly, nothing works for me when I import the old backup. 
What intermediate versions do I need to upgrade to keep all sites and configurations?

I do not know for sure, but to be safe, I'd recommend going 4.4->5.0->5.7->(5.8)->5.9.31.  Pretty sure 5.0 and 5.7 are needed, not sure if you need to hit 5.8 on your way to 5.9.

 

If you have access to a platform that can run Docker, the above is quite easily done using mbentley's Omada docker containers...he has every version downloadable via the registry.

We need more deets on what you mean by nothing works?

 

Im sure firmware update is needed on the hardware for it to operate with the newest controller version.

FWIW, the official TPlink notes say you should be able to go straight:

 

If you are upgrading from controller v3.x, it's highly recommended to upgrade 3.x to v4.1.5 first, then v4.1.5 to the latest 5.x.
