FYI. As long as there are traffic flows through the WAN, it will increase the CPU usage.
As the release note writes, the logic to utilize the CPU cores has been changed. It is more aggressive than before.
The graph heavily depends on how much traffic you have on the WAN.

I think I have just confirmed that the issue is port 8043, which needs to be redirected from WAN to controller. After that the upgrade is successful:
The problem is, after that change the controller's config page is accessable from the Internet... And that's something I would like to avoid...

From our previous conversation, I recall that you have different sites.
So, it might be the case that it is located at another site.
The router cannot access the remote controller.
(My assumption)

For me the CPU usage looks good.
Mostly in standby mode, but there was some bigger traffic just now so I ca see a pick in CPU usage, but not as high as the others:
Yes, my ER605 is in remote location, contacting via Internet with main location (controller).
Ports: 29810, 29814, 29815, 29816, 29811, 29812, 29813, 27001 are forwarded to Controller.
Ports: 8043, 8088 are not, to prohibit the access to controller from the Internet.
EDIT:
OK, I take it back, the CPU usage can go crazy even if the traffic is not as high as before the upgrade:
Cheers

I explained CPU usage in the previous discussion. You can refer to that.
Dev also does not see this as a problem, as this release includes a change in CPU scheduling. According to them, there might be some movements addressing that to make it like a "line" instead of a heartbeat graph down the road.

There is an April 27th build available of 2.3.0 now (through controller)
If you want to upgrade to it, you will need to use SSH and use the roll-back command to roll it back to 2.2.6, as the controller will not upgrade a device with the same firmware build version, even if the date of the build is newer. Once on the previous firmware, you can upgrade through the controller to the new beta release.
So far, it seems to have resolved the high, cyclic CPU useage reporting on both my 605 v2's i have put it on
EDIT: VPN performance seems better again, too, more like it was on 2.2.6
