Max number of simultaneous VPN clients on OpenVPN on ER8411 based on subnet mask

I would like to have a confirmation (and maybe an explanation) of what I've found by testing OpenVPN on ER8411:
My initial problem was that only 2 clients were accepted simultaneously, when I expected at least 6.
What I've found:
IP pool (defined in openvpn settings) x.x.x.x/28 - accepts only 2 clients simultaneously on the same vpn
x.x.x.x/27 - accepts only 3 clients simultaneously
x.x.x.x/26 - accepts only 4 clients simultaneously
I've expected much more, based on an article:

Probably my tests with wireguard, pptp and so on were disturbed by my wrong assumptions regarding the number of accepted clients, because I've tried to set vpn's with a very limited IP range.

Thank you, but I don't understand where I'm wrong.
According to subnet calculator, for 192.168.0.100/28, there are 14 available hosts, but in my tests, I was able to connect only 2 clients simultaneously with openvpn er8411 server with this subnet set, any other client is rejected.
Maybe there is something I don't know.
